The Tenka’ichi Budokai (World Championship Martial Arts Tournament) is held every 5 years in the Southern City... It is a gathering of the strongest fighters from all over the world... They compete in a tournament to decide who is the strongest fighter under the heavens... Many enter...but only 8 are chosen to go onto the championship tournament...

By the first time we see one in DB...it is all the way up to the 21st tournament... Which means that there have been 20 previous tournaments... At 5 years between each...this has been going on for about a hundred years already... So it is a VERY well established event...
